Stephanie Norment is a seasoned Human Resources professional with over 40 years of experience in the field. As the Human Resources Manager at the Emerald Coast Utilities Authority (ECUA), she leads a team of four HR professionals, focusing on enhancing employee well-being and fostering a positive organizational culture. Her dedication and leadership were recognized in 2022 when she was named Supervisor of the Year for her outstanding commitment to the ECUA workforce.



A passionate advocate for holistic wellness, Stephanie believes in balancing mind, body, and soul for overall well-being. Her team’s success in this area has been widely recognized, with ECUA earning the Florida League of Cities Hometown Health Award for nine consecutive years. They also received the prestigious gold award from Wellbeing Works Florida (WWF), the nation's first SHRM State Council program focused on workplace wellness.

Stephanie’s distinguished career extends beyond HR, with 30 years of service in the U.S. Army. She retired as a Chief Warrant Officer and served as a certified “Stand for Life” instructor, conducting suicide awareness and prevention workshops for military personnel. As a Gulf War veteran, she is deeply attuned to the mental health challenges faced by individuals especially returning veterans.

In addition to her HR work, Stephanie is an active leader in the broader HR community. She currently serves on the Executive Board of the HR Florida State Council and is responsible for directing the 47th and 48th annual State Conference and Expo. Stephanie also served as the 2022 & 2023 President of Greater Pensacola SHRM, where her leadership earned several honors, including the HR Florida State Council President of the Year in 2023.

Stephanie is passionate about mentoring the next generation of leaders. She volunteers with Take Stock in Children (TSIC) and Sisters Anointed to Lead Together (SALT), helping to empower young people through education and leadership programs.

Stephanie holds a Master of Arts in Organizational Leadership and a Graduate Certificate in Human Resources from Chapman University. She is certified as both a PHR and SHRM-CP.

When she’s not working, Stephanie enjoys traveling and spending quality time with her family and friends, reflecting her holistic approach to life and wellness.
